In order to standardize the management of central budget investment for the construction of urban and rural cold chain and national logistics hubs, the National Development and Reform Commission recently issued a notice on the "Management Measures for Central Budget Investment in the Construction of Urban and Rural Cold Chain and National Logistics Hubs" (hereinafter referred to as the "Measures"), supporting the construction of cold chain logistics and other facility projects. Among them, cold chain logistics facility projects serving meat slaughtering, processing, and circulation (excluding production facilities such as slaughtering and processing lines) are included.
According to the "Measures", the special fund is mainly used for the construction of projects in the following directions: First, projects to fill gaps in logistics infrastructure, focusing on supporting public and basic infrastructure gap-filling projects within national logistics hubs and national backbone cold chain logistics bases that are included in the annual construction list, including multimodal transport transfer facility projects, new construction, renovation, expansion, and intelligent transformation projects of high-standard public warehousing facilities, bonded warehousing facility projects, public logistics information platforms, and information technology enhancement projects, etc. Second, cold chain logistics facility projects, focusing on supporting cold chain logistics facility projects serving meat slaughtering, processing, and circulation (excluding production facilities such as slaughtering and processing lines), new construction, renovation, expansion, intelligent transformation, and related supporting facility projects of public cold storage. Third, other logistics infrastructure projects that need support.
At the same time, the "Measures" clarify that the support standard for a single project shall not exceed 30% of the project’s approved investment, with a maximum of 50 million yuan. Central budget investments are all arranged as one-time allocations, and projects that have already been allocated central budget investments for other special funds will not be allocated again under this special fund.
